I’ve seen rumours on iOS 19 including Apple Intelligence for all devices, but I don’t even think that Apple will be able to manage. The reason is because the chips are kind of not great for stuff like this, so, I don’t agree on this.

What Apple should do in the meantime

Apple should focus on improving the Apple Intelligence feature, not including it on other devices. Because, I just feel like Apple needs to improve, especially including voice functionality and improving personal voice for Apple Intelligence. Siri has been improved, especially the voice, but what about personal voice? I can’t test it because I don’t have an iPhone 15 pro or later, so I don’t know.
